Regular Meeting Monday, December 1, 2008

The Board of Selectmen held a regular meeting at 4:00 P.M. on Monday, December 1, 2008 in the Meeting Hall at the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1.  Approval of Minutes:  17 November 2008 (Regular Meeting)
The minutes of the regular meeting on November 17 were reviewed. Selectman Sibley moved to accept the minutes as presented and Selectwoman Reemsnyder seconded the motion. SO VOTED.

2. Communications:
        a. TVCCA - $1,000 Donation in Recognition of Social Services Coordinator’s Efforts
The Thames Valley Council for Community Action sent a donation of $1,000 to the Town of Old Lyme in recognition of the town’s extra effort in processing heating assistance applications this season. Thanks go to Sherry Meyers, Senior Center Director and Social Services Coordinator, for all her hard work.

Selectman Sibley moved to apply the TVCCA check for $1,000 to the Social Services Fuel Assistance Fund. Selectwoman Reemsnyder seconded the motion. SO VOTED.

        b. Letter to Town Committee Chairmen Concerning January Appointments
Letters have been sent to Town Board, Commission and Committee members whose terms are expiring in January 2009.The replies should be received this month.  A summary list of appointments has also been sent to the Democratic and Republican Town Committee Chairmen along with a request for input. Selectman Sibley and Selectwoman Reemsnyder asked to have the list posted on the town web site.
        
        c. Letter from Ron Bianca – Thanks for Swan Brook Outlet Repair
Ron Bianca thanked the town for the repair of the Swan Brook Outlet by Machnik Bros.

3. Appointments:
        a. Resignation of Brad Ficken – Harbor Management Commission
Brad Ficken, who previously served as Harbor Master, has resigned from the Commission. The Selectmen thanked Brad for his years of service.

        b. Harbor Management Commission – Thomas Kahrl (R) – 4 Yr Term to Jan 12
The most senior alternate to replace Brad Ficken is Thomas Kahrl.

Selectwoman Reemsnyder moved to appoint Thomas Kahrl(R) to complete a 4 year term ending in January 2012. Selectman Sibley seconded the motion. SO VOTED.

4. Old Business:
                a. Landfill Closure Bus Barn Parcel – BOE Decision at BOE Meeting on 19 Nov
 Superintendent Osga suggested that the town build the Bus Barn and then enter into a lease with whichever bus company that wins the District 18 bus contract starting in July 2010.  At the BOE meeting on November 19, Matt Brown, PE of Anchor Engineering, explained the results of the bus barn site soil test, which showed that there is nothing on the site that would endanger the health of the students or the bus company employees. The BOE voted 7 in favor and 2 abstained to require that the buses be located at the Four Mile River Rd. site for two successive five year contract cycles. The site can accommodate about 30 buses, 31 automobiles, an above-ground fuel tank and a dispatch office. District 18 will specify how many parking spaces are needed and how large the building should be. Once that is determined, the Town can finalize the design, obtain a survey and secure various town approvals.  It is estimated it will take about 7 years for the facility to be paid for by the rent collected from the bus company, if the rent were set at $50,000 or less per year.

Selectman Sibley recommended forming a committee to oversee the project, similar to other town building committees. The matter will be discussed at the next meeting.

                b. Public Works Supt. – Confirmation of Committee Recommendation of Ed Adanti
The search committee has recommended Ed Adanti be confirmed as the Public Works Superintendent. He has served as the Acting Superintendent for a year and has been doing a great job.

Selectwoman Reemsnyder moved to accept the recommendation of Ed Adanti as Superintendent of Public Works. Selectman Sibley seconded the motion. SO VOTED.

Selectwoman Reemsnyder recommended that the Town send Ed Adanti to supervision training to learn about the legal procedures for dealing with workers.

                c. Freedom of Information – Training Meeting on 17 November
There was a FOI Training Meeting on November 17 which was attended by Board and Commission members and Town Hall staff.  

        d. Church Corner – Public Information Meeting 15 Dec 08 at 7:30 PM at Town Hall Meeting Hall
The Public Information Meeting is intended to inform townspeople about the Church Corner renovation plans. Some recommendations from neighbors have been incorporated into the plan. A representative from the DOT will attend the meeting.  The Church Corner project will be brought to a vote at the Annual Town Meeting in January, 2009. If approved, the drainage work will be done in the spring 2009 and the main part of the work will be done after the White Elephant Sale in July.  The project should be finished sometime in the fall of 2009.

        e. South Lyme Property Owners’ Settlement – Board of Finance Approval of $33,000 for Town Activities. ~Schedule Special Town Meeting for Approval
The Board of Finance agreed with the Board of Selectman’s recommendation to bring the transfer of the $33,000 within the FY 2009 budget to fund expenses of the registration process to a Special Town Meeting for approval. There was a discussion about charging an application fee and about how to send the information landowners’ land use, building and health files to them – in a CD or paper copy.

Selectwoman Reemsnyder moved to hold a Special Town Meeting on Wednesday, December 17, at 7:30 PM at the Middle School to approve the transfer of $33,000 within the FY 2009 Town budget in order to fund the costs associated with the registration procedure established by the South Lyme Property Owner’s Assoc. settlement. Selectman Sibley seconded the motion. SO VOTED.

6. Public Comment

Pat McCarthy announced that this Friday, December 5, the Lyme/Old Lyme Chamber of Commerce will have a Tree Lighting event at the A&P Shopping Center from 5-7 PM. Santa Claus will be coming at 6PM. There will be refreshments.

7. Other Business
Selectman Sibley mentioned that the FY 2008 audit is due at the Board of Finance’s December meeting and he would like to follow up on that with a meeting with the auditors. First Selectman Griswold and Selectwoman Reemsnyder agreed that a meeting should be scheduled.

Selectman Sibley reminded people that applications are being accepted for the Sound View Beach Commission Formation Committee. He has received one application so far. Appointments will be made in January. There is a link to the application form on the Selectmen’s page of the Town Web site.

Selectwoman Reemsnyder asked to have all of the budget request information entered into an Excel spreadsheet so that the Selectmen can see the information before it goes to the Board of Finance. The Board of Selectmen recommends the budget to the Board of Finance.

Selectwoman Reemsnyder reported that the Elderly Tax Relief Committee has met several times. She will be attending a Board of Finance meeting to try to find out how much money might be available from the Town for tax relief. Selectman Sibley recommended that the Committee develop a specific request and present that to the Board of Finance.
